In the developing world it is very clear that as the software demand is increasing, the software cost is also increasing. The main problem of software industries is to provide the software at feasible cost which fulfills the user requirements. The modern software development strategy requires high development cost, large manpower, high risk maintenance cost and large time to complete the software. Component Based Software Engineering (CBSE) is an approach to develop a software from reusable components by selecting existing components and then assembles them together rather than developing from scratch. Thus it is an approach to reduce the cost of software development, maintenance, testing and also to reduce the time taken in software development process. The main factors of component based development (COTS development) are time and cost saving. But there are many challenges and risks to select a component. The objective of this research is to select existing components from component repository based on component risk and their impact on system to develop a software according to consumer requirements. This paper proposed a hybrid approach to remove the risks for component selection from component repository. A hybrid framework is proposed and implemented using W-shaped framework and risk management. Risk scores are calculated on the basis of different parameters. Calculated risk score is used for component comparison and selection.
