e-Governance in the Provincial Government of India

ABSTRACT

The State of West Bengal, is one the federal units of India. e-Governance which became the national mandate for bringing transformation in the public administration has been embraced by the Government of West Bengal. The Finance Department, Government of West Bengal, consists of branches, directorates, units and cells. The department has successfully implemented e-governance initiatives in its various units. Under the National e-Governance Plan (NeGP), Government of India, the public financial management system would be moving towards the formation of an integrated structure which will create horizontal and vertical integration. The Government of West Bengal is also heading towards an integrated system popularly termed as Integrated Financial Management System (IFMS). The present paper first describes the e-governance initiatives in the finance department. After that, the problem of effective management and monitoring of the e-governance project has been highlighted and lastly, an attempt has been made to suggest an effective program management framework.
